While I never smoked, nor are cigarettes a favorite topic of mine, I felt this bears mentioning, since I came across it. Popeye candy cigarettes were originally produced by Primrose Confectionery of Slough, England. These were distributed through most of Europe, plus Canada. Earliest image of a package I found was dated 1959 (licensed through King Features). Latest ones, dated 1995. With only minor changes, the box design remained about the same over the years. In America, Fleer produced candy cigarettes and bubble gum cigars starting around 1952, using actual name brands of real smokes until the early 1970s. From what I could gather, Popeye candy sticks were not directly imported. Folks brought them in from Canada, perhaps paying a small customs fee. Fortunately, the publishers of comic books did not see fit in printing advertisements for these products.
