In the Dallas area where I lived, Jellies referred to brightly colored, transparent plastic fishermen's sandals worn by women in the mid-80s with a variety of mid-80s casual clothes (I especially remember them with the oversized drop-waist dresses that were everywhere at the time). I later learned that an almost identical style had been popular among trendy males in the UK in the mid-70s, worn with high-waisted, baggily pleated, pegged trousers, close-fitting tops, and slicked-back hair, either influenced by or influencing David Bowie of the same period.
