Time-warping back to October, 1971, found another newspaper ad mentioning Chum Gum, Dubble Bubble and Razzles as suggestions to give trick-or-treaters on Halloween. The Sunday Milwaukee (WI) Journal had a supplemental ad section for Treasure Island, a discount chain store operating as a lower-budget retailer under the JC Penney umbrella. Treasure Island lasted from 1962 to 1977. The Milwaukee stores sold nearly everything you'd want, including hunting rifles and ammo. During this time, Fleer was near the end of producing Chum Gum due to lower demand. Stores thought buying it (wholesale) in bulk would generate bigger profits. Hardly the case. Many stores had Chum Gum available well into the mid 1970s, years after manufacturing ended. The boxes were sealed, preserving freshness and flavor, so consumers hardly complained. Treasure Island stores distinctly had wavy rooftops or front facades. Penney's disbanded the chain after 15 years to maintain focus on its high-end merchandise.
