Culottes did not have ruffles - at least the ones I wore. They were popular in the 60s and 70s. Very comfortable and quick to change in and out of.
I thought they were shorts with a little "apron" in the front so they looked like a skirt from the front but shorts from the back.I loved my coulottes.
I had a pair of beige cullottes which were basically flared shorts to the knee i adored them
